U.N. court ruling expands Nicaragua's offshore rights

THE HAGUE (Reuters) - The International Court of Justice ruled on Monday that a cluster of disputed small islands in the western Caribbean belonged to Colombia and not to Nicaragua, but drew a demarcation line in favor of Nicaragua in the nearby waters.

The court said the territorial waters extending out from the seven islets, which are nearer Nicaragua's coast than Colombia's, should not cut into Nicaragua's continental shelf. The ruling reduced the expanse of ocean belonging to Colombia.

The decision, which is binding, increases the size of Nicaragua's continental shelf and economic exclusion zone in the Caribbean, potentially giving it access to underwater oil and gas deposits as well as fishing rights.

"The court agrees that the achievement of an equitable solution requires a line of delimitation to allow the parties to attain their maritime rights in a mutually balanced way," said Peter Tomka, presiding judge.

In 2007, the court, which is based in The Hague, ruled in a long-running dispute between the two countries that the three larger islands of San Andres, Providencia and Santa Catalina belonged to Colombia.

The ruling on Monday related to a further seven islets and the associated offshore rights surrounding them. The three larger islands have been controlled by Colombia since Nicaragua ceded them in a 1928 treaty.

Colombian President Juan Manuel Santos rejected the changes to the border, which effectively put some islands outside of the rest of the archipelago, saying the ruling had "omissions, mistakes, excesses, inconsistencies, that we cannot accept".

"Colombia ... emphatically rejects that aspect of the judgment the Court has issued," he said in a statement.

"Therefore, we do not rule out any action or mechanism granted to us by international law to defend our rights."

The cluster of islands is over 700 km (437 miles) from the Colombian coast but only 200 km (125 miles) from Nicaragua.

Nicaraguan President Daniel Ortega welcomed the ruling as a recognition of his country's rights to fishing in the area and potential oil deposits. He criticized Santos for suggesting that Colombia would fight the court's ruling.

"To whom will they appeal?" Ortega said at a public event in Managua. "This is a lack of seriousness for a president of such an important nation as Colombia."

Dyle Brings Legal, Live TV To Your iPad, With Many Strings ...

Want to watch live TV on your iPad? You don?t have many options.

A handful of networks, including Disney and ESPN, will stream shows to your tablet, but you?ll need a cable subscription to make them work.

And if you live in New York City, Aereo will let you watch programming from broadcast networks. But since it isn?t paying the networks for that programming, the networks are suing to shut Aereo down.

So here?s another choice: Dyle, which launches for Apple?s iOS devices today. You?re probably not going to love it.

Dyle is backed by a consortium that includes NBC, Fox* and a lot of broadcast station owners, and it does have some things going for it:

  • Dyle is free, for now.
  • Dyle doesn?t require Wi-Fi or wireless service, because it?s beamed over the same airwaves the TV stations (still) use to send signals to TV sets. That means you can watch all you want, without worrying about data caps or charges.
  • Since Dyle is backed by (some) of the networks and TV stations, there?s no legal gray area: It?s 100 percent legit.

On the other hand:

  • You?ll need a $100 adapter ? basically a combination antenna and battery ? in order to use Dyle on Apple devices.
  • Dyle only provides you with a handful of programming choices in the 35 cities it operates in ? basically, whatever?s on most NBC and Fox stations, and a smattering of other channels.
  • Dyle doesn?t offer any DVR functions, which means you have to watch in real time or not at all. And you can?t fast-forward through commercials.
  • One of live TV?s biggest selling points is sports. But a rights blackout means you can?t watch NFL games on Dyle. (That?s the only programming hole, though: An earlier version of the service did let users watch NBC?s Olympics broadcast, and Fox?s World Series games this year.)
  • If you?re the kind of person who doesn?t want to buy an iPad mini because it doesn?t have Retina display, you?re not going to want to come near Dyle, which doesn?t broadcast in anything like HD. The picture looks okay on an iPhone, but by the time the image gets blown up to an iPad-size screen, it?s quite grainy.
  • Dyle?s backers can?t promise that the service will remain free after the end of this year. It probably will. But, for whatever reason, they won?t say that out loud.

That?s a lot of hurdles to put in front of a consumer pondering a purchase. So why is Dyle bothering at all?

Dyle?s backers won?t come out and put it this way, but this appears to be a proof-of-concept test instead of a full-fledged product launch (Dyle has already been on the market for a few months, via MetroPCS?s?Samsung Galaxy S Lightray 4G, which comes with a preinstalled app and a built-in antenna).

You can imagine a future where Dyle would make more sense: It would offer TV from all the broadcasters, and the hardware it needs would get built directly into the gadgets themselves; it would also offer features like recording capabilities.

And at that point the Dyle guys could play around with different business models: They could charge a monthly fee for service. Or bundle it for ?free? with a cable TV subscription.

But in order to get to that point, the Dyle guys need to prove that there?s demand for what they?re already offering. It?s a tough chicken-and-egg problem, but you can at least give them credit for trying.

He has had accumulated tons of explosives, detonators, guns, and lots of other equipment in his apartment and the threat was credible. A ready-to-explode vehicle contained 4 tons of explosives. The assassin was working hard to recruit accomplices. He has already confessed.

But chances are you haven't heard the name and occupation of the attacker. Well, you are fortunately a TRF reader.

His name is Dr Brunon Kwiecie? (45 years) and he is an analytic chemist from the Agricultural University in Krakow. The name means "Bruno April". It's puzzling for Czechs because the last name sounds like "kv?ten" which is the Czech word for the following month, May.

You would think that in the North, in Poland, the counterpart of the Czech May (the words "kv?ten" and "kwiecie?" are masculine nouns related to flowers or blossoming) will be June because flowers should blossom later but for some reason, it's the other way around.

He's been working in the Department of Chemistry and Physics ? which may be helpful for bomb attacks (given the type of his university, some explosives may have been based on fertilizers just like in Breivik's case) ? and you may even send him an e-mail although I am not sure whether he will respond to you... ;-)

You may check several publications he has co-authored. Not too many... but this is post-socialist Europe. The papers are about hydrogen bonds, the effects of heavier isotopes on chemistry, and stereochemistry. In the most recent 2011 paper, he and 5 co-authors have even employed multiwalled carbon nanotubes.

In Polish, his degrees are written as dr in?. Brunon Kwiecie?, the second degree is an engineering one.

This event is close to my homeland because, as President Klaus said during a recent visit to Poland, the Poles are the closest nation to us. Of course, he had to later qualify that the he considers Slovaks to be "us", and so do I, at least in a generalized way. ;-)

When such plans are so close to me, I can see that ? despite the fact that I would obviously share some opinions with the guy ? I can't even remotely endorse anything from his plans. The president may be a former commie [oops, mea culpa, this comment referred to the former president Kwasniewski, not the current president Komorowski who was a natural dissident due to his aristocratic background] and the current prime minister may be a Euronaive guy who promises money to everyone [parody of the #1 Czech song from my kindergarten years] but they're kind of average Poles, too. To kill such folks would mean to kill ordinary Poles. I am fed up with many Czechs as well but in my opinion, patriotism requires one to get used to the actual characteristics and opinions of the typical members of the relevant nation, too.

On November 15, leading non-profit and political influencers, gathered for a poignant evening of networking and discussion focused on young black philanthropy

NEW YORK, New York ?There was no doubt where the philanthropic influencers of color were last Thursday evening. Hosted by Friends of Ebonie, with in-kind support from UPTOWN Magazine, COVERGIRL Queen Collection and CIROC vodka, Defining Black Philanthropy drew more than 80 young professionals of color to ImageNation RAW SPACE in Harlem for a mixer and panel discussion promoting civic engagement.

Following an hour of mixing and mingling, the panel discussion took attendees on an interactive journey through the world giving.? Led by moderator Jovian Irvin, Teach for America executive and Official Chasemaster for Janelle Monae?s Wondaland Arts Society, the discussion opened with a framing question to the audience: How often do you give?? "The core of philanthropy is not just giving, but giving in a strategic and meaningful way,? began panelist Nubia Murray, Senior Associate of Philanthropic Initiatives at JP Morgan Chase.? It was Democratic Finance Committee chair, Mike Muse who enlightened the audience to the power of philanthropy, "Philanthropy is the gateway to power. We [African Americans] are being left out of the conversation.? Being a giver now creates social currency and giving gives you the power to make requests.?? The panel also focused heavily on influence, especially the popular influence of social media.? As attendees live tweeted highlights of the conversation using the hashtag, #DefiningYBP, panelist, Amanda Ebokosia of the GEM Project, reminded the audience that 28% of the active Twitter demographic is African American.? ?You don't have to have one million followers or a big title to have a voice,? Muse shared on social media influence.? Irvin fittingly ended the discussion by encouraging attendees to be proactive with their time and resources, ?figure out where you are uniquely positioned to give.?? The panel also received artistic giving advice from Virginia Almendarez, Director of Individual Giving at The Apollo Theater.

The evening concluded with the opportunity for guests to engage with five New York-based non-profits looking to build relationships with new diverse volunteers.? Organizations included: New York Needs You, Generation Schools, The Apollo Theater?s Young Patrons Program, Girls Write Now and Figure Skating in Harlem.? HP says company it acquired lied

Hewlett-Packard Co said on Tuesday it took an $8.8 billion charge related to its acquisition of British software firm Autonomy, citing "serious accounting improprieties," as it swung to a fourth-quarter loss.

The company, fresh off a nearly $11 billion charge last quarter for its EDS services division, said more than $5 billion of the Autonomy charge was tied to "improprieties, misrepresentation and disclosure failures" discovered after a whistleblower came forward.

HP said it has referred the matter to the Securities and Exchange Commission's enforcement division and the UK's Serious Fraud Office for civil and criminal investigation. It said it will take legal action to recoup "what we can for our shareholders."

In an interview with CNBC,?HP's CEO Meg Whitman said Autonomy's executives deliberately misled management and shareholders.

"We believed there is a willful effort on the part of certain members of Autonomy management to mislead shareholders when Autonomy was a publicly traded company, and to mislead potential buyers including HP, Whitman told CNBC.?

"We stand by the forensic review that we?ve seen," she added.?

?The former CEO of Autonomy, Mike Lynch, rejected the accusations.?

"The former management team of Autonomy was shocked to see this statement today, and flatly rejects these allegations, which are false," a spokeswoman told Reuters in a brief statement. ?"HP's due diligence review was intensive, overseen on behalf of HP by KPMG, Barclays and Perella Weinberg. HP's senior management has also been closely involved with running Autonomy for the past year."

?Silicon Valley-based HP, in the midst of a multiyear turnaround plan, said the charge is linked to the "associated impact of those improprieties, failures and misrepresentations on the expected future financial performance of the Autonomy business over the long-term."

HP said the accounting issues happened prior to its acquisition of Autonomy in 2011 for $11.5 billion. HP had been criticized by analysts for overpaying.

HP said that personal computer sales shrank again and its quarterly revenue fell 6.7 percent. HP's stock dropped 6.6 percent in premarket trading.

Net revenue fell 6.7 percent to $29.96 billion for the fourth quarter ended October 31 from $32.12 billion a year. Analysts, on average, expected $30.43 billion, according to Thomson Reuters I/B/E/S.

The personal computer maker, which employs more than 300,000 people globally, is undergoing a restructuring aimed at focusing the sprawling company on enterprise services, in the mold of International Business Machines Corp.

Revenue from all of its main business units fell, with the personal computer division recording the steepest drop at 14 percent. ?

Whitman told CNBC that she thought Autonomy could still be salvaged.?

"Now what we need to do is turn this over to the authorities, seek redress on behalf of HP shareholders to recoup what we can," she said. "Then we want to take the Autonomy business and grow it because it does solve a real need in the market place on the behalf of customers."?

Of course, dinner-party conversation is only natural, but try to set your food down until you?re finished chatting so you are more aware of what you?re taking in.

To cut down on the lure of the food court, never go to the mall on an empty stomach.

Train ploughs into school bus in Egypt, 47 killed

CAIRO (Reuters) - Up to 47 people, mostly children, were killed when a train slammed into a school bus as it crossed tracks in a city south of Cairo on Saturday, state media and officials said.

A senior security official in Assiut, near the crash site, said 44 of the dead were children, aged around four to eight. Two women and a man, who was probably the bus driver, also died, he added.

The state news agency said another 13 people were injured. A medical source said as many as 28 were injured, 27 of them children.

Egypt's roads and railways have a poor safety record and Egyptians have long complained successive governments have failed to enforce basic safety standards, leading to a string of deadly accidents.

"They told us the barriers were open when the bus crossed the tracks and the train collided with it," said Mohamed Samir, a doctor at Assiut hospital where the injured were taken, citing witness accounts.

He said the bodies of many of those killed were severely mutilated, indicating the force of the crash, which took place in the city of Manfalut, near Assiut, about 300 km (190 miles) south of the capital.

"I saw the train collide with the bus and push it about 1 km (half a mile) along the track," said Ahmed Youssef, a driver.

Another witness also said the train hit the bus with great force, smashing up the bodies.

Transport Minister Mohamed Rashad offered his resignation, which President Mohamed Mursi was considering, state media reported.

Mursi ordered his ministers to offer support to the families of those killed, the official news agency said. Prime Minister Hisham Kandil ordered those responsible for the crash be investigated.

Families of those involved in the crash protested at the scene, the state news agency reported. Officials sought to reassure them that the case would be investigated and they would receive help, it said.

Earlier this month, at least three Egyptians were killed and more than 30 injured in a train crash in Fayoum, another city south of Cairo. In July, 15 people were injured in Giza, close to the capital, when a train derailed.

Egypt's worst train disaster was in 2002 when a fire ripped through seven carriages of an overcrowded passenger train, killing at least 360 people.

Many more have been killed in rail accidents since then despite pledges from successive government to improve safety. Accidents involving multiple deaths are also common on Egypt's poor road network.

CORDOVA, Ala. (AP) ? Officials in the old Alabama mill town of Cordova say the money to demolish buildings damaged by tornadoes a year and a half ago remains mired in red tape.

Mayor Drew Gilbert says the Federal Emergency Management Agency is constantly seeking explanations and documentation, and holding up the process.

The town's main street looks about the same as it did the deadly tornadoes ripped across the southeast in April 2011, with battered red bricks and broken glass littering the pavement.

FEMA officials say they're only doing their job in Cordova, documenting damaged buildings and covering all the details before providing money to tear them down. The agency says there are historically significant structures that require careful consideration.

Israel Mobilizes as Rockets Target Jerusalem

TEL AVIV?Israel's military stepped up its mobilizations for a possible ground invasion of the Gaza Strip on Friday after Palestinian rockets struck near Tel Aviv and Jerusalem, as neighboring Egypt escalated its own war of words against Israel.

Late Friday, Israel's cabinet approved the call-up of 75,000 Israeli reservists, more than doubling the number authorized the previous day. Heavy armor and soldiers from two elite brigades continued to mass at staging grounds on the Gaza border. A decision to launch a ground invasion could come within 24 to 36 hours if rocket fire continues, Deputy Foreign Minister Danny Ayalon told CNN on Friday.

"They don't call up all these reserves to keep people standing in the stands watching," said a senior Israeli military official. "After rockets on Tel Aviv and Jerusalem, it's pretty hard not to" order a ground invasion.

For three hours on Friday, Egyptian Prime Minister Hisham Qandil visited the Gaza Strip and stood hand-in-hand with leaders of Hamas, the militant and political group that rules Gaza. Coming after two days of Israeli strikes there, it was a bold show of support for Hamas from Cairo as well as a diplomatic gambit to gain a break in the fighting.

Israel had pledged to hold its fire during Mr. Qandil's three-hour visit. But rockets from the Palestinian territory could be heard taking off toward Israel, even as the Egyptian premier spoke to reporters.

In Singapore, where Secretary of State Hillary Clinton is traveling on a trip to Southeast Asia, a senior U.S. official said Saturday that the U.S. is "working overtime" with countries in the Middle East to de-escalate the rising violence. Mrs. Clinton has been in touch with top officials in Israel, Egypt and Jordan in a bid to get Hamas to stop firing rockets on Israeli cities and to avoid the need for Israel to invade Gaza, the official said.

"Every nation has a right to take steps to end" threats such as those Israel faces, said the official, who is accompanying Mrs. Clinton on the trip. "We are working overtime" with regional countries to allow the situation to de-escalate "so that decision [of an Israeli invasion] does not face us."

"We believe that there is an opportunity to de-escalate if Hamas and those engaging with Hamas take the necessary steps to create a situation of calm?and stop firing rockets," he said.

The emerging question in the latest conflict?which was sparked by a rise in Gazan rocket attacks on Israel earlier this month, and broke into the open when Israel assassinated Hamas's top military commander on Wednesday?is how far Egypt's new Islamist government can extend itself on the behalf of its ideological allies in Hamas.

Egypt is a peace partner of Israel. Its gasping economy depends on Western largess and its military largely is funded by the U.S. In recent days, U.S. President Barack Obama has had several calls with Egypt's recently elected Islamist President Mohammed Morsi, aimed at bringing Hamas in line. During Friday's call, the White House said, President Obama commended Egypt's efforts to de-escalate the siguation.

"Morsi's room to maneuver is very limited," said Ofer Zalzberg, a Middle East analyst with the International Crisis Group. "He is dependent on the West. Everything he has done so far is pretty standard, not very different than what [former President Hosni] Mubarak would have done. Even sending the PM to Gaza, he declared that only after his conversation with Obama. So he's not out there acting unilaterally."

If Israel's leaders give the order for a ground assault on Gaza, it would be the first such operations since 2009 and would plunge Israel's government into risky territory?risking soldier casualties and steep political fallout should the operation go awry, and jeopardizing its international backing.

Israel's three-week ground war against Hamas in 2009 left more than 1,000 Palestinians dead, and destroyed entire villages and much of Gaza's infrastructure. Israel's image tanked internationally as it fended off war-crimes accusations.

On Mr. Morsi's orders, Mr. Qandil arrived in Gaza on Friday morning to demonstrate his new government's clear policy break from Mr. Mubarak's more-pro-Israeli regime. In a visit unprecedented for such a senior Egyptian official, he met with Hamas Prime Minister Ismail Haniyeh before visiting wounded civilians at a crowded Shifa Hospital in Gaza City.

In a chaotic news conference at Shifa Hospital amid hundreds of reporters and blood-spattered doctors, Messrs. Qandil and Haniyeh blasted Israeli aggression and declared a new unified front against Israel.

"It isn't a matter of individuals, not a matter of community. It is a matter of a nation. The Arab nation, the Islamic nation," Mr. Qandil said. "We are all behind you, the struggling nation, the heroic that is presenting its children as heroes every day."

It remained unclear what message Mr. Qandil relayed to Hamas. In the days leading up to Wednesday's Israeli attack, Egypt was busily trying to broker a cease-fire between the combatants. A Western diplomat in Israel said the Israeli offensive had further angered Egypt's government because Cairo believed that Israel had feigned interest in the Egyptian-mediated talks earlier in the week as a diversionary tactic so that Hamas would let its guard down.

The Israeli government remains confident that, despite the tough talk from Mr. Morsi's government, there was little risk that Egypt would do anything to undermine the peace treaty with Israel. "There's ongoing dialog and channels open between the defense establishments of Egypt and Israel," a senior defense official said.

One of the missiles fired from Gaza during Mr. Qandil's visit set off sirens in Tel Aviv for a second straight day, followed by a loud explosion. Israeli police officials said the rocket appeared to have fallen into the sea off Tel Aviv. Another rocket, fired on Thursday, was intercepted by Israel's missile defense system. Later Friday, two rockets hit near Jerusalem, falling harmlessly in open areas, according to Israeli officials.

The strikes on Tel Aviv and Jerusalem?the first ever for Palestinian rocket teams?underscored the significant upgrade to Hamas's weapons arsenal in recent years, which could also increase the costs of a ground invasion.

Meanwhile, Israeli forces were preparing for a possible offensive. Of the 75,000 reservists approved late Friday for call-up, 16,000 have been called. The military posted and emailed pictures of its elite paratroopers preparing equipment near Gaza's border.

Israel hit the Gaza Strip with airstrikes and artillery shells for a second straight day Thursday and Hamas ramped up rocket fire at Israel, as both sides widened hostilities in the conflict's bloodiest escalation in four years. Charles Levinson has the latest from Tel Aviv on The News Hub.

"A ground maneuver is a political decision," said Capt. Eytan Buchman, an Israeli military spokesman. "But we're ready to carry out the order whenever it comes."

If Israel halted its offensive now, even with a reciprocal cease-fire agreement from Hamas, the strikes on Israel's two most important cities would remain the enduring memories of the conflict and could allow Hamas to claim victory, the defense official said.

Hamas officials accused Israel's air force of targeting the home of Prime Minister Haniyeh's home Thursday evening amid a massive overnight escalation. Mr. Haniyeh wasn't there at the time, Hamas said, and it was unclear whether his home was in fact hit. If true, the accusation that Israel targeted a nominally elected top leadership figure in Hamas would mark a serious uptick in Israel's controversial "targeted killing" effort against Hamas leaders.

Israeli officials denied targeting Mr. Haniyeh's home.

By Friday evening, Israel's military said it had carried out over 500 strikes in Gaza. In a single hour early Friday morning, the military said it hit 70 different targets, mostly earthen pits militants use as launchpads in central and northern Gaza.

Palestinian militants have fired approximately 600 rockets at Israel since hostilities began, including more than 150 on Friday. Of those 400 have struck Israel, but only 30 have hit urban areas, according to the military. Israel's newly deployed Iron Dome missile defense system has intercepted 180 urban-bound rockets, the military says.

Israel's strikes have killed 28 Palestinians, about half of them militants, and wounded over 270, according to Gaza health officials. Three Israelis have been killed in a single rocket strike on an apartment complex in southern Israel on Thursday.

Mr. Sahd will portray Jos? Aaron Librado Gurul, a 16-year-old peon from Placitas, N.M. The boy became a wool drover on a journey from Santa Fe to Kansas City in 1867.

?Gabriel Sahd?s family has been in Cerrillos for generations,? Cerrillos Hills State Park Manager Sarah Wood said. ?We?re pleased to have him as a speaker through the New Mexico Humanities Council Chautauqua program.?

The program is free and open to the public.

Egypt: Train hits school bus; 22 children killed

CAIRO (AP) ? A security official says a train has collided with a bus carrying kindergarteners to their school in southern Egypt, killing at least 22.

The official says the crash occurred Saturday as the bus crossed tracks near a village in Manfaloot district in the southern province of Assiut. The bus was carrying nearly 50 children between 4 and 6 years old. He says 12 more are not accounted for.

The official says it appears that the railroad crossing was not closed as the train sped towards it. He was speaking on condition of anonymity because he was not authorized to talk to the media.

'Quantum of Solace,' was a dour, dire letdown. This picture's a substantial bounce back, and easily the best Craig Bond picture. Emotional depth and all.

Sam Mendes' 'Skyfall': sleek, slithery, sensual

The cool accomplishment of Skyfall, 23rd in the Broccoli franchise, is that it seems a necessary, rather than mandatory, addition to the year's popular culture.

Among the most ambitious imaginings of Bond to date: dark, supple, and punctuated with moments of unanticipated visual brilliance.

Mendes' approach to action is classical and elegant - no manic editing and blurry unintelligible images here - but what makes the movie special is the attention he pays his actors.

"Skyfall" is a different kind of Bond movie, one that works just fine on its own terms, but a steady diet of this might kill the franchise. One "Skyfall" is enough.

Sweeping action, solid characters, spectacular scenery, a bountiful sense of cleverness, and a pitch-perfect tone of self-reference to the long line of Bond pop-culture mythology.

Mendes and Co. has an astutely cunning way to keep our blood pumping every minute of the latest and, arguably, best time we've had with the enduring Bond in years.

Better than the average Bond, but not the greatest.

The latest James Bond adventure proves, at least in my opinion, that Craig has grasped the role better than any of his predecessors, including Sean Connery.

I had more fun with it than I didn't, which is more than I can say about a lot of these big budget event movies.

Bardem's Silva and the spectacular image-making breathe new life into the old firm. Bond-age has rarely been so much fun.

This is a strong, fast, and sexy action story that gives us something different from the Bond films we have seen before.

Indeed one of the very best in the series' 50-year history. Director Sam Mendes gathered a superb cast and technical team for this 007 outing and their collective proficiency shows.

While [the film] gets more emotional and resonant as it goes on, it also gets much slower and narrower in scope.

Traveling the world, solving a mystery, hunting people down, killing some of those people...everything that you want James Bond to do. Then it takes an interesting turn.

Skyfall might stand as the lone example of a satisfying, standalone narrative blending with all those tried-and-true Bond tropes. Adele tune aside, Mendes makes nary a misstep.

... a bang-up job of interweaving arty visuals. dour backstory, in-jokes, and, for the series faithful, heartfelt comings and goings ... Bardem is the best (read most twisted) franchise baddie since Heath Ledger's Joker.

...just as Marc Forster went off the rails in Quantum of Solace during that silly horse-race juxtaposition, so too does Mendes go overboard with the deconstruction/dysfunction.

If our 21st-century spies must be dark instead of Pop, let them be presented with as much conviction and professionalism as in 'Skyfall,' the best movie yet with Daniel Craig as a particularly vulnerable bruiser of a Bond for a cynical post-Cold War era.

Nothing Like A Good Villian

The villain isn't intent on destroying the world, and the gadgets consist of items you might find at The Sharper Image. The 23rd Bond outing delivers thrills all the same.

I was interested to read that the Health and Safety Executive (HSE) have initiated a radical revamp of the way small businesses access official advice about health and safety online with the launch of the new Health and Safety Toolbox.

This is being hailed as bringing together, in one place, everything a small, low-risk business could need to manage health and safety, and is said to be written with busy firms in mind, making it easy to find relevant guidance on specific risks with a few clicks of the mouse.

The package of guidance, developed by the HSE, with the support of businesses - will help business owners and employers avoid wasting precious time reading what they don't need to, wasting money on unnecessary bureaucracy or resorting to hiring costly consultants.

Here?s a background quote from Judith Hackitt, the HSE Chair:

"This package is everything small and low risk businesses could need to manage health and safety, online and free.?

"It will help businesses save time and money by getting them focusing on the real risks, guiding them to what is relevant for them and steering them away from what's not.

"By going online and working through it for themselves, for free, we hope low-risk SMEs will realise that they don't need expensive consultancy or reams of paperwork to manage their responsibilities. It is of no benefit to businesses or workers if over the top precautions are introduced?.

Included in the site are sections on the most common risks such as manual handling, trip hazards and harmful substances.

I have to say, any initiative to make Health and Safety information either easier to access or easier to understand, should be viewed as a force for good. My only reservation would be that more often that not, the full spectrum of H&S issues cannot be covered by a simple checklist and tips. Site visits looking at how businesses operate and understanding the conditions, demands and systems in place are vital for employee and consumer safety.? Businesses should not automatically assume they are ?low risk? ? it?s better to have procedures in place to ensure safety rather than to come face to face with a claimant in the Courtroom.
