Facebook stock edges lower slightly

NEW YORK (AP) ? Facebook's stock is edging slightly lower along with the broader market on Monday.

Shares of Facebook Inc. slid 45 cents to $27.27 in late morning trading. The Dow Jones industrial average slid 31.72 points to 12,086.85.

Facebook's stock is down 28 percent from its initial public offering price of $38.

Facebook began trading on the Nasdaq Stock Market on May 18. The day was marred by trading glitches and general investor confusion. The highly anticipated IPO capped the worst week for the U.S. stock market so far this year.

Since the IPO, Facebook's stock has fallen on six of the 10 trading days. At the same time, many analysts hold upbeat long-term opinions on Facebook.

The company is based in Menlo Park, Calif.

Track Tech: Why Betting on Horses Is Legal, When Gambling - WNYC

For the week leading up to the Belmont Stakes, WNYC is partnering with the Innovation Trail,? WEKU?and Louisville Public Media?to explore how technology is changing the horse racing industry. This is part one of a five-part series.

There is one sure bet about gambling in New York state: what is and isn't legal can be a little murky.

Governor Andrew Cuomo has been calling recently for the legalization of casinos in the rest of the state. But for now, casinos on Indian territory are allowed, but not elsewhere.

The state already has what are known as ?racinos?: horse racing tracks where there are also video slot machines, along with plenty of betting on the actual horses ? such as the one that opened last fall at Aqueduct in Queens.

Betting on those same horses online is also allowed. But betting on poker and other card games on the internet is not.

The exception for horse racing has to do with the fact that it?s a sport, and therefore different, according to state Assemblyman Gary Pretlow.

?Horse racing is actually a publicly attended event that no one is really controlling,? said Pretlow, who chairs the assembly?s racing and wagering committee. ?Whereas [in] online gaming, there are too many opportunities for people to cheat.?

Then why does New York not allow betting for all sports, like baseball or football? It has to do partially with just who ? or what ? is competing in the sport, according to attorney Todd Engel, who specializes in horse racing.

?Wagering on athletes has never been part of the framework in New York state,? Engel said.

Horse racing wedges itself between betting on athletes and the controlled environment of table games, he said.

But perhaps the biggest factor is money. Horse racing is a nearly $2 billion industry for the state, according to the New York Racing Association.

And since attendance at race tracks is declining, off-track betting (OTB), video slot machines, dial-a-bet and now online betting are making up a bigger chunk of that.

The problem is, says Pretlow, that while interest in playing the ponies may still be there, fewer people want to make the trip out to the track anymore.

?Horse racing is a spectator sport and people no longer have the desire to go to the race track to bet,? he said. "But we have many different venues for them to view racing and to bet.?

The more ways the state allows betting on horses, the more places there are for it to collect revenue.

That?s not possible with sports, or poker, wagering on the internet. Those are controlled by the federal government so New York wouldn?t be able to take a cut, according to Engel.

But further parsing of the world of horse wagering poses challenges for the older forms of betting.

?No doubt there is an opportunity that could slightly hurt the branches themselves, but we do realize it?s the way of the future,? said E.J. Merriman, branch manager for Western OTB, which owns a track and several parlors in western and central New York.

Western OTB will be launching its own online gambling service soon.

?It?s a slightly struggling industry,? Merriman said. ?It?s something that has to complete with the flash of other sports and other gambling entities that have the noise?? the bling! Bling! Bling! ? and the lights.?

Most of the customers in his parlor or older and along with declining attendance at the track, customers at OTBs have declined too, says Merriman.

He hopes that getting some younger fans into the sport through the internet will entice them to come out to one of his OTB parlors or to a track.

Call for help for Syrian refugees

AMMAN, Jordan (AP) ? A Washington-based refugee advocacy group called on the world Monday to help Syrians who have fled their country's turmoil, saying they are stretching the meager resources of Jordan and Lebanon.

Since the Syrian uprising began in March 2011, Jordan has taken in more than 110,000 refugees, and Lebanon 26,000, according to official figures. In Jordan, many refugees are being hosted in private homes, with Jordanian families providing them food and shelter.

Refugees International warned in a written statement that the Syrian refugee crisis "may threaten the political stability of both Lebanon and Jordan, and the international community must scale up humanitarian and development aid to keep both countries on a firm footing."

With their "economies weak and their politics strained, neither country is well positioned to accept thousands of poor, vulnerable Syrians ? and yet they must, and they have," the group said.

Both Jordan and Lebanon have hosted waves of Iraqi refugees from the last 10 years, and Palestinians from the last 60.

Jordanian officials complain in private that the Syrian refugees are exhausting social and health care services and taxing the desert country's sparse water resources. The officials say they especially fear severe water shortages during the dry summer season.

RI president Michel Gabaudan said considering the pressure they are under domestically, with high unemployment and a thinning social safety net, Lebanon and Jordan "have made real efforts to accommodate Syrian refugees."

But he added that with thousands of refugees present, the two nations' "social services are being stretched to the limit."

"Unless the West and other donors step in to fill these gaps, their generosity could soon evaporate under domestic political and economic pressure," he added.

He said that asking the families who are hosting refugees "to spend their own dwindling resources on refugees is untenable and could also spark conflict if aid agencies do not step in."

Gabaudan is heading an RI team to Jordan to evaluate the regional response to Syrian displacement.

The Syrian uprising has begun with mostly peaceful protests calling for change, but turned into an increasingly militarized conflict. World powers have backed a peace plan that was put forward by U.N.-Arab League envoy Kofi Annan, but the bloodshed has not stopped.

Russia and China have provided a layer of diplomatic protection for Syria. On Monday, China warned that any outside intervention would bring greater suffering to the Syrian people.

Foreign Ministry spokesman Liu Weimin said all sides should implement Annan's proposals and U.N. resolutions on Syria. He said that was the best way to end the violence that activist groups say has killed as many as 13,000 people.

Gender pay gap persists as women age

Time doesn?t help working women when it comes to the gender pay gap.

On average, women with college degrees or higher see their pay stop growing at about age 39, while men continue to see wage increases until they?re 48, according to a new report by PayScale, an online compensation data company.

That means the wage gap between women and men that begins in early?in their careers?gets bigger as they age. The PayScale data, which are based on compensation information from 1.6 million profiles submitted by users of the firm?s website, found that women make a median yearly salary of $31,900 at age 22, compared to $40,800 for men; and by their late 40s women are bringing in about $60,000 to the $95,000 average yearly wage men get.

?Male pay is higher, and grows higher and grows faster than female pay over time,? said Katie Bardaro, lead economist for PayScale.

But, she added, much of the discrepancy among the sample they reviewed came form the types of jobs women chose. Women are opting for lower-paying jobs, including everything from human resources to nursing, compared to male choices that are more often higher-paying occupations such as finance and engineering.

Other research has found similar patterns in pay over time, but some studies uncovered a pay difference even when such factors as types of jobs were accounted for.

Catherine Hill, research director of the American Association of University Women, said PayScale?s findings are somewhat limited because they don?t look at the entire population.

Hill?s research, looking at national government data, also shows a growing gap in pay as women grow older.?When she compared apples to apples as far as career choices, the disparity remained, albeit smaller.

?We found a pay gap one year out of college among full-time workers where women earned 80 percent as much as their male peers just one year out of college,? she explained. ?Then we analyzed all the things that impact earnings such as job choice, GPA, the school they went to, etc. When all?s the same there?s still a 5 percent gap.?

Fast forward ten years, she continued, and the women earn 69 percent as much as their male counterparts. And when the data was controlled for things such as having kids, or taking time out of the workforce, there still was a 12 percent gap in pay between men and women, she noted.

The issue?pay gap issue?is critical given the ongoing national debate and also pending legislation to address income inequality among men and women. The Paycheck Fairness Act, which failed to pass in 2010, was put to a vote on Thursday and legislators decided not to consider the act. The bill would have boosted remedies for victims of pay bias and also mandate that employers justify pay differences.

?I think it can be very helpful,? Hill said, about legislation that would help close the gender pay gap. ?The best employers are doing?things they should when it comes to pay but it would be a reminder for all those other employers to catch up.?

There are many reasons for the?gap, said Teresa Boyer, executive director of the Center for Women and Work at the School of Management and Labor Relations Rutgers.

?There is simple mathematics,? she said. ?Even if you start behind just a little bit that exponentially grows. If you start out with a $1,000 pay difference, over time it can become tremendous, just like compounded interest but in reverse.?

Also, she said, when you look at women?s career trajectories, including things like promotions and positions in the corner offices, women tend to lag behind men.

And there is the issue of choices made when it comes to family obligations, she said, where some may take time off, or pare down careers after having children. But she stressed, ?you can?t assume women are making these choices in a vacuum.?

Women often feel they are the only ones to take on responsibility and as a result make changes to their career ambitions because employers give them few options in terms of flexible schedules that could help them stay on the ladder of success.

She pointed to a report released by Pew Research Center in April that found 64 percent of women ages 18 to 34 said being successful and securing a good-paying job was very important or one of the most important things in their lives.

Women, she stressed, ?have the desire to be successful and make money.?
